You make the assumption that everyone knows to verify and scan the torrent file as it is downloading or once it is downloaded. Unfortunately that isn't reality in most of these cases. Most users just are not well informed enough to maintain their PC's properly and malicious people prey on this type of person. It isn't that people are stupid or dumb, it is that they are uninformed.
